On September 9, a session at the Future Travel Experience Global conference in Grapevine, Texas, was titled "The Checkpoint Has Changed: Horizon 25, Public-Private Partnerships and the Future of Airport Security."
The published agenda describes what TSA's evolved Screening Partnership Program means for an airport under the new Horizon 25 strategy, and names three elements: "private capital, accountability, and checkpoint operations insulated from funding disruptions." The framing paragraph describes a new model for how checkpoints are funded, staffed, and communicated.
The panel was moderated by an airport authority executive. The panelists were an airline, two technology companies, and a contractor holding a position on the Screening Partnership Program vehicle. No TSA speaker was listed.
The conference agenda from this week is not a TSA document. It is marketing copy written to fill a room, and it carries no agency authority. That is what makes it worth reading. Sixteen days after TSA said an evolved Screening Partnership Program would replace Gold+, the most specific public account of what that program contains was written to sell attendance at a panel, and it contains more than the agency has told its own workforce.
There is seemingly a pattern developing in how information about TSA privatization programs reaches the public.
Against Giants identified TSA Gold+ by name in federal procurement records in August 2025. TSA announced the program publicly on May 14, 2026, nine months later. In the interval, the program was discussed at industry conferences across the country. Airports and vendors were being briefed on an architecture that no officer working a checkpoint, or legislator, had been told existed.
The pattern repeated with the contract vehicle. On May 29, 2026, TSA issued twenty-one delivery orders under the Screening Partnership Program IDIQ, establishing the vehicle through which future airport screening work would be competed. TSA did not announce it. The award is verifiable on USAspending, but was posted without fanfare. The first public word came on August 26, three months later, in a contractor's press release, and after Gold+ had been shelved.
The sequence is now running a third time.
On August 24, 2026, TSA announced the Horizon 25 Strategy, which states that an evolved Screening Partnership Program will replace TSA Gold+. No document defining the evolved Screening Partnership Program has been published since.
On September 4, the Administrator issued a Labor Day message to the TSA workforce. It states that the agency will be guided by the Horizon 25 Strategy, that Horizon 25 is ambitious, and that he is counting on each employee to approach the new initiatives with enthusiasm and ingenuity. It does not name a single initiative. It does not mention the Gold+ cancellation. It does not mention the evolved Screening Partnership Program.
Officers at three airports spent this summer unable to answer basic questions about their own employment. The information that would have answered them existed. It moved through procurement records, industry conferences, and vendor briefings on a schedule that did not include them.
The successor is unnamed and undefined. The contract vehicle is awarded. The panels have already started.
